Perhaps a more direct approach would be effective. Something that would disable their ability to work, rather than simply be an inconvenience to them. [He's in for this, ftr. Let's do crimes.]

[Blue isn't entirely sure he wants to go as far as Mewtwo seems to be implying. More direct...... How would he stop them from putting bounties out?? He didn't want to hurt anyone, and battling against bounty hunters he encountered before had gone ....poorly.]
