There's a group of criminals back home. They're called the Rockets... Like with that guild, they poach Pokémon for money- sell them off for cash, or keep the strong ones for themselves, for their enforcers. They're involved with all kinds of crimes like that...
But even though they use Pokémon to enforce their crimes, they didn't believe in their strength. That's why the Rockets were all so weak...
